Editorial policy

The editorial board of the journal "Bulletin of the UCSPU" (hereinafter – the journal) in its activities is guided by the principles of professionalism, objectivity, scientific, impartiality, assumes ethical obligations to the authors to prepare a scientific publication and disseminate research results.

The editorial staff's interaction with the authors is based on the principles of transparency, honesty, politeness, fairness and objectivity.

The manuscripts are being prepared for publication. At the same time, copyright is retained in accordance with the legislation and regulations of the Republic of Kazakhstan.

Scientific articles accepted into the journal are subject to mandatory "blind" review by scientific experts specializing in this scientific field.

The editorial office communicates with the authors of articles and reviewers via the OJS online electronic platform and, if necessary, by e-mail.

The scientific publication complies with the relevant requirements set by the Committee for Quality Assurance in the Field of Education and Science of the Ministry of Education and Science of the Republic of Kazakhstan for inclusion in the "List of publications recommended for publication of scientific results" (http://adilet.zan.kz /), as well as taking into account the specifics and requirements of international practice and in the spirit of the provisions of the Code of Ethics for Scientific Publications developed by Elsiever Publishing house https://www.elsevier.com/about/policies/publishing-ethics .

Requirements for manuscripts submitted for publication in the journal

The journal accepts articles in Kazakh, Russian, and English that have not been previously published by the author(s), corresponding to the thematic areas of the journal and designed in strict accordance with the requirements for manuscripts.

The manuscript of a scientific article is submitted by the corresponding author to the editorial office at least two months before the next issue of the journal is published. Manuscripts of at least 10 typewritten pages are accepted for publication.

The manuscript must be sent by the author via an electronic platform indicating all metadata and its authors.

The authors must submit to the editorial board the original of the article, which has not previously been published in other publications (in print, electronic and other open sources). The authors are responsible for the reliability, novelty and evidence-based nature of the research results. The authors of the article at the stage of editing, reviewing, as well as after publication are obliged not to offer this manuscript for publication in another publication.

Detailed requirements and design patterns for manuscripts or their individual elements are published on the journal's website and in each issue of its printed version.

Copying of texts and plagiarism

The verification of scientific articles for plagiarism is carried out by an employee of the Department of Scientific Publications in accordance with the "Rules for checking written works for plagiarism" at the South Kazakhstan State Pedagogical University. The verification of scientific articles is carried out using a licensed plagiarism verification system. A scientific article should present the results of scientific research that has not been previously published and is not intended for publication in other publications.

The originality of the text of scientific articles submitted for publication in the journal should be at least 75%. In case of non-compliance with the norm of originality, the article is returned. An article with a plagiarism score of less than 25%, corresponding to the profile of the journal and publication requirements, is accepted for consideration and sent for review.

The procedure for reviewing the article

All scientific articles submitted to the editorial office of the journal must undergo a "blind" review (in which the reviewer does not know the data about the authors of the manuscript, and the authors of the manuscript do not disclose the identity of the reviewers).

The review of articles is carried out by reviewers – leading experts in the field of education and science from relevant domestic and foreign universities. The decision to select a specific reviewer for the analysis of the article is made by the editors. The review period is from 2 to 4 weeks, but can be extended at the request of the reviewer.

Each reviewer has the right to refuse the examination in case of an obvious conflict of interest affecting the consideration of the submitted materials.

Based on the results of reviewing the manuscript, the reviewer makes recommendations regarding the publication of the article in the form of one of the following formulations:

"Accept the article" - if the manuscript does not contain comments, meets the requirements of relevance and originality of scientific research, the manuscript is included in the list of publications submitted to the journal;
"Revision required" - in this case, the article is sent to the authors for revision to eliminate comments. After receiving the corrected text in accordance with the reviewer's comments, the editorial board has the opportunity to submit the article for publication without sending it to the reviewer for a second time.
"Re-submit for review" - in this case, the article is sent to the authors to eliminate comments. After receiving the corrected text, the editorial board sends the article for review to the reviewer for the second time. If the reviewer still has significant comments on the article, after correction, the article is sent for review by the reviewer for the third time. For the third time, with minor comments, the article is submitted for publication by the editorial board's decision, or in the absence of a positive review by the reviewer, the article is returned by the editorial board's decision without the right to further revision.
"Reject the article" - in this case, if the review of the second reviewer is positive, it is sent to the third reviewer. If the review of the third reviewer is also negative, the article is rejected by the editorial board's decision.
After receiving the reviews, the issue of the received articles is considered at the next meeting of the editorial board and, based on the conclusions of the reviewers, a final decision is made on the publication or refusal to publish the article.

Prepress preparation of an article for publication is mandatory and includes technical editing, monitoring compliance with accepted formatting standards and rules for publishing articles in the journal.
